Is the っちゃ a colloquial replacement for っては in this case?

In meaning,

「ては」=「ちゃ」, 「ちゃあ」.

Thus,

「うたっちゃだめだから。」

means:

"You shouldn't sing (it/this song/here/now, etc)."
