Exactly. This is how it was clearly explained to me by my tutor some years ago. The difference is about volition. The classical explanations above are very interesting but for a student of Japanese this is the most helpful answer.

Thank you @sawa. I used to use the term "with what" for なんと but was told it was wrong, "as what" is very helpful. Its also helpful that the explanation is short and easy to remember.
