isn't this the "volitional+to suru" pattern, but with a different verb in place of suru? i don't see it as an omission of suru... it's more like a replacement of suru by nobasu.

@Axioplase what if someone asks you "are all of the movies on sale?" and you want to say "no, SOME of them are." how would you say this? maybe "no, not all of them are" or maybe "no, suuhon dake" or something like that? any ideas?
