@Chris Think of the english phrase "to make friends" which in Japanese is 友達を作る. While you can't extend the same logic to lovers, girlfriends, boyfriends, etc in English. You can in Japanese. It simply means to take an active role in producing an outcome. The outcome being that you will have a girlfriend/boyfriend.

It's quite commonly used when referring to foreign celebrities, i.e オバマさん、マイケルジャクソンさん、ベックアムさん. However when talking about Japanese celebrities (mainly if they go by a mononym) it tends to be left off, the pro baseball player Ichiro for example is commonly referred to as just Ichiro.

There are several exceptions to the rule, not sure if it's just an Osaka thing, but it's not uncommon to hear the phrase タックシーがいる when referring to the existence of a Taxi. Probably a reference to the existence of the driver him/herself rather than the inanimate object.
