I'll keep this as a comment for now because I don't have a reference but when somebody tells me something has been the case/taking palce for "a long long long time" they will say something that sounds like "mukaash'kara....[nantokayatte kite ita]". (My mother in law comes to mind but it could be anyone.) This sounds like the same thing. If this is in the normal narrative perhaps the writer is just using it to convey this effect (literary license?).

@Teno: Thanks for your interest. I've tried to enhance the question but it is a bit harder to come up with sentences - I never know when my 作文 will be correct.

comment Learning Japanese rhetoric and composition
As I said, I just passed N1 (and I passed 2-kyuu many years ago) but passing does not mean your are competent in all areas. I need to improve my creative abilities too but before I can do that I think I need to actively read and think about how to use the language.
