The ては is short for 「~てはどう(ですか)?」, "How about doing ~~?", "Why don't you ~~? ~を買っては? = ~を買ってはどう(ですか)? ≒ ~を買ったら? = ~を買ったらどう(ですか)? The ては in ~~てはどうですか literally means "If~~" (≒~たら).
